Step 6 - PROCUREMENT EVALUATION
The evaluation of outcomes involves collecting and using knowledge gained throughout a project to ascertain whether customer needs and expectations have been fulfilled and whether “value for money” has been achieved. The procurement evaluation stage should elicit ideas for improving and optimising the user / stakeholder satisfaction in the delivery and outputs of projects in the future.
It is important to formally capture lessons learned to leverage the knowledge gained for future projects.
Review outcomes against objectives
The project’s outcomes are objectively evaluated against the aims and objectives developed in the business case/ investment justification in Stage 2 to see whether they were met. Asset performance is measured against the project brief.
Assess service providers performance and value for money
The procurement process and the supplier’s performance should be assessed to ensure that value for money was achieved.
Capture and disseminate lessons learned
The evaluation of outcomes should elicit ideas from improving and optimising user/stakeholder satisfaction in the delivery of similar projects in the future.
The Gateway Review process has a provision for a post implementation review that agencies may choose to undertake on the project.
