Whats new?

  • More thorough assessment process
  • The scheme applies to NSW Procurement (NSWP)
  • Assessments undertaken by independent external consultants
  • All agencies are expected to obtain and maintain Level 1 – Basic accreditation
  • More reporting by and monitoring of accredited agencies
  • Accreditation lasts for a maximum of 3 years
  • Reassessment may occur sooner depending on the perceived risk and outcomes of compliance audits and strategic reviews
  • Level 3 – Leading agencies may have lead buyer status for a category meaning that the agency establishes State Contracts

“Contract value” for the purpose of the scheme means the estimated total annual value of a period or panel period contract or arrangement and for other contracts means the total estimated value. A period contract means a standing offer to supply agreement.

Under the scheme, agencies will be assessed against six assessment criteria.

  5. Information Management & Reporting
  6. Organisation & Capability

Why has the scheme changed?

The scheme has changed in order to achieve:
  • Improved engagement with procurement leadership and professionals within agencies
  • Improved ability to aggregate sector-wide procurement demand to improve value and reduce procurement costs over time
  • Reduced risks and reduced costs by improving goods and services procurement practices in government agencies
  • Increased visibility of agency procurement demand, activity and expenditure which enables better whole of government procurement planning
  • Improved access to category knowledge through lead buyer agencies

Scheme benefits to agencies

  • Ability to undertake agency-specific goods and services procurement up to a maximum contract value
  • The scheme facilitates procurement knowledge sharing across and between agencies
  • The Procurement Management Plan is a useful tool for managing procurement activity
  • Opportunities and strategies for improving procurement capability will be identified through the assessment process
  • Reduced risks and increased savings over time through increased procurement capability and improved procurement planning
  • Level 3 - Leading agencies with lead buyer status will establish State Contracts
  • Level 3 – Leading agencies will participate in a procurement planning, strategy and delivery forum
