In addition to the Overarching Procurement Requirements that apply to all procurement categories and steps, the documents identified below are overarching for construction projects only.

Agency Accreditation Scheme for Construction

The purpose of the Agency Accreditation Scheme for Construction is to manage risks and reduce costs in the procurement of construction works. The scheme is based on the premise that an agency should procure construction works using external systems and resources as required to supplement their own capabilities. It considers 2 factors; the agency’s procurement capabilities, and the level of risk in the project or program being procured. The scheme accredits agencies for the planning and/or delivery phases of construction projects valued at $1 million or above.

Construction Procurement System

Agencies not accredited under the Agency Accreditation Scheme are required to use the government procurement system for construction, operated by the Department of Services, Technology and Administration. The system contains contract templates, procurement practice guides, tools and prequalified experts to assist agencies. Accredited agencies can also use the system.

Treasury Appraisal / Monitoring of major projects

Submissions are required to Treasury for all major projects for which funding is being sought through the annual budget process, in addition, for high risk construction projects and all other construction projects with a cost of over $50 million, agencies are to report to Treasury at key decision points: prior to releasing tender invitation documents to the market, prior to nominating a preferred tenderer, and during post-contract award stage when project cost is expected to vary significantly from the original contract cost. For non-high risk projects between $10 million and $50 million, a report to Treasury is required prior to releasing tender invitation documents to the market.
